“Returns on Investment in Energy Efficiency: Evidence from the Weatherization Assistance Program” Abstract: It is widely held that households and firms routinely overlook seemingly cost effective investments in energy efficiency improvements. As a result of this oversight, it is estimated that 1.1 gigatons of domestic annual greenhouse gas emissions reductions (or approximately 15 percent projected business -as‐ usual emissions in 2030) could be achieved at negative private cost (Granade et al. 2009). This so called “efficiency gap” is attracting the attention of policy makers in pursuit of low‐cost carbon mitigation alternatives. Bottom‐up modeling of energy savings potential is playing an increasingly important role in shaping policy priorities and implementation.
